Torah is described in Chassidus as both Divine wisdom and Divine will, and the pairing is deliberate. As wisdom, it is what G-d knows. As will, it is what G-d wants. A halachic ruling is therefore not a report about reality and not an arbitrary command; it is both at once.

This is why the specificity of the law is treated as its glory rather than its burden. A general instruction to be holy is unfalsifiable and unlivable. A measurement, a time, a case, a threshold — these are the points at which infinite wisdom has consented to become something a person can actually do.

The Chabad formulation goes further. Studying a law is not learning about Divine will; it is the union of the knower with what is known. The mind that grasps a halachah is, in that moment, containing something that no created vessel could contain — which is possible only because the wisdom has been placed in a finite form.

The words of a verse are finite. That is not a limitation of the wisdom. It is the door.

The letters are not a container from which the meaning could be extracted and discarded. In Kabbalah the letters are the vessels, and the vitality is in them the way the vitality of speech is in the words rather than beside them.

This is why the physical text matters, why the written Torah and the received Torah are treated as one thing in two modes, and why the tradition is so exacting about a single missing letter in a sefer Torah.

The same principle appears one level down in the alphabet itself. The world is created through speech, and speech is made of letters. Finitude is not what separates the world from Torah. Finitude is what they have in common.

There is a difference between knowing a teaching and being changed by it, and Chabad avodah is largely a set of techniques for closing that gap.

This is the second orientation of the whole chapter. Transmission has occurred when the words have been said. Reception has occurred when the words have become the shape of a life — which takes time, resists shortcuts, and happens mostly out of sight.

Torah study, in this reading, is not the accumulation of a body of knowledge. It is the slow conversion of Divine wisdom into a human consciousness that can hold it.
